Just days before the start of the 2026 World Cup, FIFA confirmed a series of changes to refereeing regulations aimed at making the game more dynamic, reducing time-wasting, and improving decision-making.

The modifications include adjustments to VAR, stricter sanctions, and new rules for key moments in the match.

The new rules could change the pace of games and increase refereeing control during the tournament.

One of the main focuses will be reducing interruptions.

A five-second countdown will be implemented for throw-ins and goal kicks. If the player does not comply with the time limit, possession will be lost or a corner kick will be awarded to the opponent.

In addition, substituted players must leave the field within a maximum of 10 seconds. If they do not, their team will temporarily play with one fewer player.

The goalkeeper control rule and hydration breaks will also remain in place when conditions require them.

Changes to Medical Attention on the Field

Another change directly affects injured players.

If a footballer receives medical attention on the field, they must leave the pitch for at least one minute before being allowed to return, except in specific cases.

The measure seeks to prevent prolonged interruptions.

VAR will have broader reach at the 2026 World Cup.

It will be able to intervene in cases of mistaken identity on cards, as well as expulsions resulting from incorrect decisions.

It will also be able to review previous plays such as wrongly awarded corners or free kicks, as long as they directly influence key actions such as goals, penalties, or red cards.

New Sanctions for Unsporting Conduct

FIFA is also aiming to improve conduct on the field.

Players who cover their mouths during discussions may be shown a red card if the referee determines there was unsporting conduct.

Likewise, leaving the field as a form of protest could result in expulsion.
